The State That Rewrote Its Own Story

Not long ago, the acronym “BIMARU” — coined to lump Bihar, Madhya Pradesh, Rajasthan, and Uttar Pradesh together as India's laggard states — felt like an epitaph. For those of us whose families trace their roots to the Ganga plain, it carried a quiet sting. That chapter, it now appears, is definitively closed.

Uttar Pradesh — home to 240 million people, ancient civilizations, the holy cities of Varanasi and Prayagraj, and more than a few of our own families — is in the midst of a transformation that economists are struggling to keep pace with. The state's GSDP has more than doubled from ₹13.30 Lakh Crore in 2017 to ₹30.25 Lakh Crore in 2025. Per capita income has risen from ₹54,000 to over ₹1.09 Lakh. For seven consecutive years, UP has maintained a revenue surplus — spending heavily on infrastructure without accumulating debt.

UP is no longer the “sick” state of India. It is aiming to be the leading force in the Viksit Bharat vision — a developed India by 2047.

The expressway revolution may be the most visible symbol of this shift. UP now accounts for nearly 55% of India's total expressway network. In 2017, the state had just two expressways. Today, seven are operational with 22 more in the pipeline. Sixteen airports are now functional — four of them international — with Jewar poised to become one of Asia's major aviation hubs.

The investment story is equally striking. Over nine years, UP has attracted proposals worth over ₹50 Lakh Crore. Of those, ₹15 Lakh Crore have already been grounded — translated into real factories, real plants, and an estimated 60 lakh jobs. Recent diplomatic tours to Singapore and Japan secured an additional ₹1.5 Lakh Crore in fresh investment commitments.

A Safety Net the Size of a European Nation

The numbers that speak most directly to ordinary families are the welfare ones. Over 62 lakh families have received homes. Women's labor force participation has nearly tripled — from 13% to 36%. More than 1.06 crore women are now connected to 9.43 lakh self-help groups, a quiet revolution in rural financial independence.

In public health, the turnaround in East UP is dramatic. Deaths from Acute Encephalitis Syndrome and Japanese Encephalitis — diseases that once claimed hundreds of children each summer — are down 99%. Under Operation Kayakalp, 1.32 lakh schools have been upgraded with better infrastructure, teachers, and learning materials.
